Service Description: This raster represents areas difference between Baseline Criteria - Equal and Baseline Criteria - IPSOS lean; the higher the value, the greater the difference. IPSOS Segments was considered a greater weight (.6) then Key Districts (.4) in creating this raster.Key District data was defined by CBF office staff in the PA, MD, VA, and Federal office using district boundaries as geographies. IPSOS Segment data was created by correlating IPSOS population segments to ESRI Tapestry Population Segments and pulling segments of interest at the census tract level.This raster will be used to compare the differences between different weight options to determine the best Baseline Criteria combination to use for the final product.Published as part of the Grassroots Organizer spatial analysis project.
